I had thought that when I hit 'reset puzzle' the timer started afresh. This certainly wasn't the case for this puzzle. Is it usually?

No, and actually it never has been. The timer opens when you open the window, and stops when you submit.

If you save, the elapsed time is saved and if you reopen from the save your time continues from where you last saved.
