On the bottom row you can place 2 pieces in columns 6 and 10, which then lets you place the '3' in the penultimate row. You can also place 3 cells in the middle of the '9' row' and 2 cells in the '3 2 2 3' row for the same reason you can solve 2 cells in the bottom row.

Does that help to get you started?

Next up, you can see the shaded cell you've placed in column 9 of the '9' row (i.e. row 8) must have unshaded squares above and below thanks to the placement at the bottom of the grid and the '1 1 2' clue. That in turn lets you place 2 squares of the second '4' in the '4 4' row.

And so on.

It's a tricky 15x15, I agree!
