What am I missing here? It seems to me that if we exchange the 4 and 3 in row 1, the 3 and 8 in row 4, and the 4 and 8 in row 9 then we still have a valid solution

Hi bergensbest, You can't swap the 3 and 8 in row 4 because they'd be in different jigsaw pieces, so you'd have two eights in the light blue shape and two 3s in the grey one. If you use the 'Show repeated digits' solving aid this will highlight these for you to make it clearer. Hope this helps!
