The absence of a dot means that two numbers are not consecutive or one double the other.

So it's unique. :)

unless I'm mistaken the block of 4 cells in r6-r7, c4-c5 can be rotated 90 degrees and still be a valid solution

No, because the 8 at the bottom-left of that (which is a 9 in the correct solution) would be next to a 4, so would need a black dot between them.
